Description:
In the Main View screen, a layer is moved by holding the mouse over the title bar and right clicking. The mouse pointer does not change when this is done. When you mouse over a table title bar, the mouse changes to crossed, double-ended arrows. The same should happen with a layer.

How to repeat:
Create a layer. Mouse over the title bar.

Suggested fix:
For consistency, change the mouse pointer.
