Add view to MVC framework for getting RSS feeds for projects and snippets

How to repeat:

Suggested fix:
The only thing that should be necessary is making a new Smarty template for RSS and/or Atom and modding the search interface glue code.

OK, RSS feeds have been added to MySQL Forge for project listings.

Simply point a feed reader to http://forge.mysql.com and it should pick up a feed entitled "All New Items"

OK, main feeds are done.  There is a bug in output, but will enter another bug for that.

Possible query string args:

p Type of protocol.  Can be any of [atom|rss] defaults to rss
i Type of feed item. Can be any of [project|snippet|all] defaults to all
t Tag
