I downloaded this zip file:

http://www.mysql.com/get/Downloads/MySQL-4.1/mysql-4.1.1-alpha-win.zip/from/http://mysql.secsup.org/

But I do not see a setup.exe to install it.

How to repeat:
Download, and unzip, no setup.exe found.

Suggested fix:
add setup.exe to zip file

There is currently no installer shipped with MySQL-4.1 ALPHA builds. An MSI-based installer is being developed, that will be released in the MySQL-4.1.2 timeframe. 

Until that point, you can just unzip the archive to install it (i.e. there are no steps that the installer would make past that, except for installing the 'mysqld' service, which you can do manually by following the instructions in the manual at http://www.mysql.com/doc/en/NT_start.html)

A new installer has been implemented in 5.0.
