The doc at:

http://dev.mysql.com/doc/refman/5.1/en/other-information-schema-tables.html

is not up to date, as MySQL now implements the information_schema.REFERENTIAL_CONSTRAINTS system view

How to repeat:
goto: http://dev.mysql.com/doc/refman/5.1/en/other-information-schema-tables.html
and read, then, goto:

http://dev.mysql.com/doc/refman/5.1/en/referential-constraints-table.html

documentation. The updated documentation will appear on our website
shortly, and will be included in the next release of the relevant
product(s).
