im_life_cycle test fails in 5.1

How to repeat:
run the test suite

This bug is a duplicate of the results of two following bugs:
  - BUG#18023: IM: instance can be started several times; monitor interval must be > 2sec
  - BUG#19391: IM fails to start after two executions

Also, this problem belongs to 5.0 and should be fixed there.
