Fail on write configuration file through mysql-essential-5.0.21-winx64.msi

How to repeat:
re-run MySQL Instance configuration Wizzard.

I was able to reproduce this bug with 5.0.21 and WinXP64.

No error messages appear, only a red cross in "write config file".
