Description:
When a saved model is re-opened, a root layer is added, that did not exist in the model when it was saved.

How to repeat:
1.  create a new model.  Add a table.
2.  notice in the lower right corner, the layer tab shows "table_1".
3.  save the new model.
4.  from the menu bar, choose "Open".  select the model you just saved.
5.  notice in the lower right corner, the layer tab shows "root" and "table_1".

Suggested fix:
I think either the root layer should exist as the default on a new model, or else it should not be created automatically on a saved model.
