Discovered this was caused by Norton Internet Security's firewall. Firewall didn't have ODBCAD32.exe and ODBCCONF.exe in its whitelist (tsk, tsk - not recognized by program scan). Norton firewall has a bad habit of causing network aware apps to hang like this. Once they hang, the app cannot be closed. sometimes you must hit the reset button on the computer. All works fine now that I added these 2 files to my whitelist. I get a dropdown with a list of databases like I expected.
