Sorry, but I was not able to repeat the problem you described. I used QB 1.1.20, connecting to MySQL server 5.0.18 on XP. Both Script > Create Stored Procedure/Function, Script > Edit All Stored Procedures/Functions, and editing individual procedures worked for me. So, how your procedures looks like? What version of Windows andMySQL server used? And, finally, have you installed QB as local Administrator?
