Thank you for the bug report. I was unable to repeat this issue on XP SP2. Could you please read Appendix B. Troubleshooting Application Errors in the QB manual and verify if you don't have XML files corrupted on C:\Documents and Settings\UserName\Application Data\MySQL directory.
