Christian, or Hartmut: Not sure if that's a file we create. (We create a lot of fragment files by the name of README, Readme, Readme.txt, Readme.html, etc.). What's the exact location of that README file?

It's really the toplevel file "README", next to configure.in. -christian-

From Top-level README: - The current MySQL documentation: http:/dev.mysql.com/doc

It's the README file in the source distributions, not in the docs repo. The build team will have to fix this.
