As reported by Kevin Dalley against the Debian package (#350771):

Christian, or Hartmut: Not sure if that's a file we create. (We create a lot of fragment files by the name of README, Readme, Readme.txt, Readme.html, etc.). What's the exact location of that README file?

It's really the toplevel file "README", next to configure.in.

It's the README file in the source distributions, not in the docs repo. The build team will have to fix this.
