Description:
The file fill_help_tables.sql which is required to fill up the tables for the server side help 
functionality is currently not installed and used. As long as it is missing and not being 
used by mysql_install_db the server side help does not work.

Add fill_help_tables.sql to the distribution and modify mysql_install_db to use it

Please do not submit the same bug more than once. An existing
bug report already describes this very problem. Even if you feel
that your issue is somewhat different, the resolution is likely
to be the same. Because of this, we hope you add your comments
to the original bug instead.
