Description:
Is there a specific reason why there's no content in the fill_help_tables.sql file? I expected to find the most current version of the help contents.

How to repeat:
Open the file scripts/fill_help_tables.sql and find this content:

-- fill_help_tables.sql - this file is a placeholder to satisfy build dependencies -
-- it will be replaced with the appropriate content by the Boostrap script that
-- creates the official source distribution.

Suggested fix:
I suppose there should be the SQL commands to fill the mysql.help_xxx tables with the latest contents.
