Look at
http://www.adventisti.lv/lv/churches_lv.php?type=latvia
You will see that Çrgïi is before Daugavpils, and Jçkabpils before Jelgava. In both cases Ç should be after E, not before it!
This is the same on Linux Slackware and on Windows 2000 and Windows Xp.

Suggested fix:
Probably some error in \mysql\share\charsets\cp1257.conf charset file?

Sorry but the URL you put for to get the "instructions how to repeat"
showed a page with non English instructions. Anyway I am assigning
our character specialist if he will able for to analyze your report
without the "how to repeat instructions".
