I was unable to repeat the behavior reported. Notice that I disabled DEP (data execution prevention) on my machine.

Thx for the reply. I don't know how to disable DEP completely but I have disabled DEP for ODBCAD32 and RUNDLL32. This makes no difference. I can repeat this on other XP SP 2 systems. How did you disable DEP completely?

I disabled it when an application it was crashing on my computer pop-up an screen about and I noticed a link about how to disable it and I did. I just said you that as a guess, since some applications were affected on my side, however how I wrote before I am unable for to repeat the issue.
