Description:
When creating an issue, I see all my users except the "un-assigned" user. When I look at issues, I can search for issues given to "un-assigned" but the user is not listed when creating an issue. I need to give out issues to this un-assigned user so that the project manager can distrube the issue accordingly. 

How to repeat:
Create an issue. Then list issues. Click on the drop down in the search for Assigned. Notice we have an "un-assigned" user.

This is most likely related to the fact that this "un-assigned" user is of a low permission level. Eventum only displays users with permission level of "Standard User" or greater on the create issue form. If Eventum is displaying this other low permission level user on the list.php screen, then that's the bug.

The workaround is to change the permission level of your user to something else.
