Description:
In MySQL 3.23 and lower the default configuration allowed users to lock 
tables. As of MySQL 4.0 this is no longer the case and the admin has to 
explicitly grant that (LOCK) permission. While relatively few applications use 
this, there are a fair number of those who do. Since majority of users use the 
default settings and are unable to change the setting themselves or convince 
their server provider to do so they loose the ability to use applications 
reliant on table locks. 
Please consider enabling table lock permission by default.

It was only true in the first few releases of 4.0.x that
the Lock_tables_priv was off by default for the initial
accounts. This problem was fixed some time ago.
