Correct, as the inclusion of the .chm file is done during the binary
build.

It's done deliberately, but I agree that it's a bit inconsistent. Could

A patch for this bug has been committed. After review, it may
be pushed to the relevant source trees for release in the next

Not sure if this is worth documenting, but this should now be fixed for all upcoming releases.

I am going to say no to the need to have a changelog entry as this is not a MySQL bug nor is it a functionality change.
