Description:
In the MySQL Reference Manual, section 7.6.1, InnoDB tables 
overview, would be clearer if it actually started with the
overview (the paragraphs beginning with "InnoDB provides MySQL 
with a transaction-safe...").

(The doesn't doesn't care about InnoDB tables' being included
until he or she know what they are.)

Put the actual overview paragraphs first.

The section you refer to is:

It appears that the paragraphs that you indicate
should be first *are* first. Please clarify.

Was it fixed between the version against which I reported the problem and
whichever version you're looking at?

Yes, it is fixed in 4.0.15's Reference Manaul.
