Bug #1269 errmsg.txt out of sync

Description:
errmsg.txt appears to have been merged incorrectly in the 4.1 stream.
The english version is correct, while all the others miss some messages.
The english file contains 276 messages, while most of the other errmsg.txt files contain 271 messages (the exception being serbian, which contains 260 messages). I did a bk pull on the 11-Sep-2003, but the same problem existed when I did a clone on 22-aug-2003.

How to repeat:
Use comp_err on any non-english errmsg.txt file.

Suggested fix:
Fix the errmsg.txt files, and maybe makke sure when new messages are added only to the english version that they be propagated to the non-english version.
