I'm using Windows XP Home Edition (german) with SP 2 and (nearly) all known OS updates from Microsoft - and I had never installation problems with MySQL 5.0.4 .. 5.0.10a! Installing (and working with the installed system !) works fine both with the "full" setup (SETUP.EXE packed in the .ZIP) and with in the "essential" .MSI; both versions downloaded from our official download website.

I am able for to install on XP Home Edition SP2. Then is something in your environment which cause the issue. As last resort use then the no-installer package (the zipped one).
