Issue: 
Scrolling in the Schema Navigator using a touchpad is extremely inconsistent and barely usable 99% of the time.

If I use a USB mouse with a scroll wheel then it will scroll about 3 lines at a time which is usable, but it doesn't respect the setting "scroll x number of lines" as configured in the operating system's mouse settings. 

If I use my laptop's built-in touchpad and try scroll slowly then the navigator does NOT scroll at all, but if I scroll EXTREMELY fast then it either will scroll one or a few lines at a time, or a few hundred lines at once and jump all the way to the bottom/top.

My suspicion is that the window does not work with Smooth Scrolling, which CANNOT be disabled in Windows 11. Every other app I use works fine with smooth scrolling, but not Workbench.

There is also some inconsistency in the Query Editor, even with Windows mouse settings configured to scroll 1 line at a time it will always scroll 2 lines at a time with my USB mouse and touchpad. 

Similarly the Results Grid also scrolls 3 lines at a time with my USB mouse and 1 line at a time with my touchpad.

How to repeat:
in the schema navigator, expand a list of database tables that is longer than the space available, try scroll up/down using a touchpad, it doesn't work at all unless I flick my scroll extremely fast
