Description:
Hello,

In several cases, we wold like to specify a particular clone donor when calling addInstance(). For example, we might want to specify:
1. A donor in the same AZ to avoid cross-AZ costs.
2. A replica that is as close as possible, latency wise, to the new instance
3. A replica that is not serving any traffic (no read-only neither read-write)
