Instalei e desinstalei, reiniciei o notebook e não consigo a conexão.

Please note that as per supported platform list https://www.mysql.com/support/supportedplatforms/workbench.html , Microsoft Windows 10 is not the supported platform and you might encounter issues. Most likely duplicate of Bug #81201.
