Posted by developer: Daniel, Both the libmysql (https://github.com/mysql/mysql-server/blob/527c12ed611f3fe072c3043734319edb2c733099/sql-co...) and the server (https://github.com/mysql/mysql-server/blob/527c12ed611f3fe072c3043734319edb2c733099/sql/au...) are using 1 byte for the client charset. I think the documentation is correct. At least when it comes to libmysql. If you are using a different connection please re-open this bug as a connector specific one.
