Bug #11425 Can't use a user with more than 16 digits

Description:
When I tried to create an odbc connection with an user who have 20 characters, I have an error message (impposible to connect database with the user ...). I can see that only the first 16 characters of user are taken.
It's impossible to rename my database because it's the same name as my site.

How to repeat:
create a database with more than 16 characters and try to create an odbc connection 

Suggested fix:
Growing up the number of characters who are used in the user field.
