Description:
krb5-devel is added buildreq on a subset of rpm builds on el platform, this is incorrect, due to client plugins it's required on all el rpm builds.

How to repeat:
See mysql/packaging/rpm-oel/mysql.spec.in

Suggested fix:
Make krb5-devel a buildreq for all builds.

Fixed as of the upcoming MySQL Server 8.0.35 / 8.2.0 release, and here's the proposed changelog entry from the documentation team:

For Enterprise Linux, moved the krb5-devel build requirement from
commercial to all builds.
