Description:
After installing MySQL 8.0.31, I configured the my.ini file. 
System and MySql were working fine. When System was restarted after a shutdown, the MySQL80 service would not restart, returning the message:
"The MySQL80 service on Local Computer started and then stopped. Some services stop automatically if they are not in use by other services or programs".

I never encountered this issue when using MySQL server version 8.0.28.

How to repeat:
Install MySQL Server 8.0.31 or 32. Modify settings in my.ini. Noticed that what triggers this error the most is when changing the path to the database root to a secondary drive. In one instance was able to start the service by changing the service's 'Log on as:' from the default Network Service account to Local System account.
Also tried using new my.ini file without success.
