Description:
Every time I open VS Code, it says "The MySQL Shell for VS Code extension cannot run because the web certificate is not installed.".

I am running VS Code in WSL.

How to repeat:
I proceed to run the Welcome wizard, at which I am getting the error: 10:16:6.15935 ERROR: Exception information: UnicodeDecodeError: 'utf-8' codec can't decode byte 0xb5 in position 301: invalid start byte.

A security waring comes up, which says I am about to install a certificate. I click Yes, it the says "Installation Completed" and asks to reload VS Code. After I do so, I still get the popup "The MySQL Shell for VS Code extension cannot run because the web certificate is not installed. Do you want to run the Welcome Wizard to install it?".

Imho this is duplicate of Bug #106843, please see Bug #106843 and follow the steps suggested by dev.

I have already tried the steps mentioned on https://bugs.mysql.com/bug.php?id=106843, but I keep getting the exact same error.

I'm running VSCode 1.84.2 on Windows 11 64-bit and followed the steps in https://bugs.mysql.com/bug.php?id=106843, with no success.

My VSCode is connected using WSL2.
