Description:
MySQL Installer is unable to upgrade the server from 8.0.26 to 8.0.31, and strucks at the configuration step "Starting the server and upgrading system tables (may take a long time)" indefintitely. However, the MySQL service has been started.

The installer Log tab page shows:
Attempting to start service MySQL80
Successfully started service
MySQL80...............................................................................................................................................................................................................................................................................................................

The version of the installer being used:
1.6.4.0

The version of the VERSION file in the installer's Manifest folder (C:\ProgramData\MySQL\MySQL Installer for Windows\Manifest) shows:
673

How to repeat:
I have three sets of environemnt (namely A, B, C) with an identitcal MySQL configurations.

And for each environment, there are two servers with MySQL Community Server version installed:
- 8.0.26
- Master-Master replication
- No internet access

I have tested the following MySQL Installer versions:
- Upgrade from 8.0.26 to 8.0.27 for environment A
- Upgrade from 8.0.26 to 8.0.30 for environment B
- Upgrade from 8.0.26 to 8.0.31 for environment C

The environment A, B, and C exhibit the very same behaviour that the installer strucks at the configuration step "Starting the server and upgrading system tables (may take a long time)" indefintitely.

Please also note that the logs in the Description section is from environment C.

Thank you for the bug report.
I tried to reproduce your issue on windows 10 with MySQL Installer and tried to upgrade from MySQL server 8.0.26 to 8.0.31 but I am not seeing any issues at my end. Please re-try with an internet access. Thanks.

Thank you for your reply.

I am able to upgrade to 8.0.31 with no replication setup too. But all my testing environments have master-master replication enabled, and they are unable to upgrade to 8.0.31 using the installer.

The environments are also isolated and cannot access to the internet. Would it be possible to update the MySQL Installer offline.
