Description:
I have deployed a MySQL innodb cluster with 3 db servers, after successful deployment I wanted to change the password of a user account 'user'@'20.20.20.%', the operation was successful in the primary server, I flushed the privileges in all servers, now other servers (Secondary) are denying log in to this account from their local host, however the credentials work for these serves as well form mysql shell, and other remote mysql clients.

I performed the same operation for another user the user host was ('%') it worked perfect as I was able to use the user and its credential for log in in remote and local.

All the servers are withing the same IP range.

How to repeat:
updating password or creating a new user account in innodb cluster with a host specific IP range, prevents the account to log in secondary servers from local host, however the servers allows the user to be connected from a remote client, or mysqlshell
