https://dev.mysql.com/doc/refman/8.0/en/features.html has this:
"Provides the server as a separate program for use in a client/server networked environment, and as a library that can be embedded (linked) into standalone applications. Such applications can be used in isolation or in environments where no network is available."

However with https://mysqlserverteam.com/mysql-8-0-retiring-support-for-libmysqld/ in mind this should be changed. Support for libmysqld (even if not fully removed) should no longer be advertised.

Thanks for the report Daniël, the text was modified accordingly. All reference manual versions share this text, but given it was deprecated in 5.7 and removed in 8.0 it's been removed. That paragraph now reads as:

Provides the server as a separate program for use in a client/server networked environment.
