Description:
I tried to start MySQL and I could see the busy prompt by the windows pointer. It just stopped with NO errors. I shut down the PC and restarted, same issue. I had to right click on the MySQL icon and go into the Properties panel. I went into the Compatibility and ran Run Compatibility and it selected Win 8 Compatibility. 

System:
PC - Lenovo P51
Mem - 32G
OS - Win 10 64-bit
   ver. - 1909 (build 18363.1646)

Questions:
Why would it not start and not post an error?
Is there a way to end this Compatibility mode and return to Win 10? 

How to repeat:
Not sure. I've stop and started this software many times. It was just this time it would not start and no error was posted.
