Description:
"that table is preferred first when joining" would be translated "結合する際にそのテーブルが最初になるよう優先されます".

"選ばれます" means "is chosen".

In Japanese,

> テーブルを結合するための最適な結合の組み合わせは、すべての可能性を試してみることで見つかります。 ORDER BY および GROUP BY 句内のすべてのカラムが同じテーブルにある場合、結合する際に最初にそのテーブルが選ばれます。

Original English,

> The best join combination for joining the tables is found by trying all possibilities. If all columns in ORDER BY and GROUP BY clauses come from the same table, that table is preferred first when joining.
