UnicodeDecodeError: 'charmap' codec can't decode byte 0x9d in position 5282: character maps to <undefined>

How to repeat:
When Im trying to import a file in extension CSV I cant open the file because of this error

Thank you for the bug report.
I tried to reproduce your issue on windows 10 with workbench 8.0.25 but I am not seeing any issues at my end.
