Thank you for the bug report.
I'm not seeing this issue at my end on Win10.
But there are similar reports, most issue caused during installation/up-gradation etc. and a workaround which was proposed in related bug i.e in 
https://bugs.mysql.com/bug.php?id=79224

Here's the fix: Go to the Control Panel on the page where you uninstall/repair programs, then find MySQL Workbench in the list of programs, then right click it and select "repair". That fixed it for me!
