You are right, the description on the download page must be fixed. MySQL Workbench only supports the latest macOS version (see also https://www.mysql.com/support/supportedplatforms/workbench.html), except for one release that is published when a new macOS version comes out. If you want to use MySQL Workbench on an older macOS version use an older Workbench version instead.
