Description:
Although 'general_log_file' is set, the 'log_output' should be set as 'FILE' to enable logging to files.

How to repeat:
The 'log_output' set to 'FILE' is the premise to use the value set in 'general_log_file', however, this information is not mentioned in description of 'general_log_file' in https://dev.mysql.com/doc/refman/5.7/en/server-system-variables.html#sysvar_general_log_fi....

I think it is better to add the corresponding information.

However, this is not a bug , since it is fully documented. If you look at the sub-chapter 5.4.1. of our 8.0 Reference Manual, you will find all the necessary information.
