Description:
'--log-bin' is needed to make '--binlog-format' work.

It is obvious that '--log-bin' is needed to make '--binlog-format' work, however, nothing related is found in "5.4.4.2 Setting The Binary Log Format"(https://dev.mysql.com/doc/refman/5.7/en/binary-log-setting.html), "23.7 Stored Program Binary Logging"(https://dev.mysql.com/doc/refman/5.7/en/stored-programs-logging.html), and "16.1.6.4 Binary Logging Options and Variables"(https://dev.mysql.com/doc/refman/5.7/en/replication-options-binary-log.html#sysvar_binlog_...). It is recommended to add this information in the document.

It cannot be found in the related document.

Thanks for pointing this out, you are right! I have updated the topics you mentioned to say that setting a binary logging format does not activate binary logging, and note how to do that, depending on the release.
