Description:
While attempt to install (as root) the package: mysql-server-5.7 (5.7.28-0ubuntu0.19.04.2), I receive following error output:

ERROR: Unable to start MySQL server:

Once the problem is resolved, run apt-get --fix-broken install to retry.

Note: This is regarding native Ubuntu packages.

I'm not really familiar with how livecds behave when it comes to reading/writing various disk locations.

You could try running "dmesg -T | grep -i mysql" to see if there's anything in the system log.

These are not binaries maintained by Oracle nor install scripts made by us. Please collect as much data about your system and your system logs and report the bug to Lubuntu directly.
