Description:
utf8_general_ci treats cyrillic letters I and SHORT I as the same.

How to repeat:
Try to insert both letters in a unique column with an unique/primary key.

This bug was repeated on SuSE with MySQL 4.1.21 (but it works properly on 4.1.21, Windows 2000 Pro).
