Thank you for the feedback. Verified on Windows 10 and Windows 7 and Mac OSX. The workaround I found was to create a new ERR diagram then copied the 5 tables from original ERR diagram and paste them on new diagram after that deleted the original ERR diagram.

Fixed as of the upcoming MySQL Workbench 6.3.9 release, and here's the changelog entry: EER diagram tables were locked to a fixed location in the window for some .mwb files. This fix enables users to unlock the tables within the diagram and to persist those changes by first changing the size of the diagram (click Model, Diagram Properties and Size) and then saving the file. Thank you for the bug report.
