mysql-installer-community-5.6.19.0.msi here: 

http://dev.mysql.com/downloads/windows/installer/5.6.html

is intended to be used when no Internet connection is available. If an older version of MySQL is installed, the option to install updates is presented, and one should check the "skip the update check" option. However the installer does not appear to respect this option, and it proceeds to attempt an Internet connection anyway. After this fails, there is no option to continue installation.

How to repeat:
Attempt to install updates from an older version of MySQL on a Windows machine without an Internet connection.

Suggested fix:
Do not check for an Internet connection if the skip updates checkbox is checked.

My bad. I *did* search the bugs database, but didn't note the prior report. 

As this report notes: http://bugs.mysql.com/bug.php?id=73166 the versioning of the Installer itself is something of a mystery. There is nothing on the download page for 5.6.19 that indicates the version of the installer itself, so I have no idea when 1.3.7 will be posted. I'll use the workaround in the meantime though.
