Description:
Currently there is no way to test the behavior of the mysql_change_user
function using the mysqltest suite because there is no internal command
for it.

How to repeat:
--change_user default, user, passwd, db

Suggested fix:
Introduce a change_user command.

Noted in 5.1.23 changelog.

mysqltest now has a change_user command to change the user for the
current connection. (It invokes the mysql_change_user() C API
function.) 

Also updated the mysqltest manual to describe the command.
