Description:
currently log-slave-updates for cluster will control if slave applied data goes into binlog via the applying server.  This caused somewhat undesireable and inconsistant and unexpected behavior.

e.g. 2 mysqld's

both applying slave data, and one has log-slave-updates turned on but not the other.

in this case the binlog will contain half of the slave data

for a 3-way multi master setup we need to be able to log all slave updates on some servers but none on others, to be able to recover should one site go down
