Description:
This a reported duplicate of 87570.  However, THAT bug was deemed a duplicate of another - but that one and this one are DIFFERENT (the original mentioned C++, but this does not deal with C++).

I already have Visual Studio Community 2017 installed.  I downloaded mysql-installer-web-community-5.7.20.0 and upon attempting to install it using the Developer Default version of MySQL Server v5.7.20, I am receiving the error message that the installer could not locate Visual Studio 2017 (the Requirement was not met).

How to repeat:
Install Visual Studio Community 2017.
Download the latest version of the MySQL Installer (in this case mysql-installer-web-community-5.7.20.0).
Launch the installer.
Select Developer Default.

I did a search and the text I entered did not come up.  But the bug you listed had a fix (install the For Visual Studio version).  That worked.  Thank you.
