I read through bug #87139. In that report, it's indicated that (a) they don't have the problem with Windows 10, (b) they're using Visual C+ 2010, and (c) they are attempting to install MySQL Installer Server side only. In my case (a) I am having an issue with Windows 10, (b) I am using Visual Studio 2017, and (c) I am trying to install MySQL Server Developer (default). So I consider my bug strongly related, but not an exact duplicate.

I too am having the exact same problem. Windows 10, trying to install mysql-installer-web-community-5.7.20.0, Developer Default version and it is not recognizing Visual Studio Community 2017 even though it IS installed.
