Description:
Server will refuse to start with "file not found" messages related to language files
if basedir length is at about 240 characters (can get down to 120 with UTF-8)

How to repeat:
set basedir to a path that exceeds 240 characters

Suggested fix:
make sure platform path length limits are supported
or at least a meaningfull error message is produced 
in this case
