I can confirm that it still occurs with 6.3.3.

That was after a complete uninstall of 6.1 and reinstall of 6.3.3.

After upgrading my machine from Windows 8.1 to 10 on launch day, I finally got around to trying MySQL Workbench, and ran into this problem. The replacement DLL made available on this bug fixed the problem.
