Description:
The layers in this version seem to be making a problem with layouting. For example, if we wanted to drag an element to the layer, it would mess up the layout of the whole diagram. If we wanted to move the element out, it would do the same thing. It is not undo-able

How to repeat:
1. Create a layer
2. Create element outside of the layer
3. Drag element inside 
4. Weep silently

OR

1. Create a layer
2. Create element inside the layer
3. Try to drag the element to the borders or outside of the layer
4. Weep silently

Suggested fix:
The previous versions of workbench (4.2.45) did not have this issue!
